VEPro not seeing Sine vst3 plug-in

When I installed SINE player, I installed it to a fast drive, where all my samples live, and SINE gave me the option to install the vst3 plug-in there.

When I open VEPro server and try to add the SINE instrument, it doesn’t appear in the list of plug-ins.

In VEPro preferences/plug-ins I’ve added the folder that the vst3 SINE plugin lives in.
I rescan everything but VEPro never sees SINE even after restarting both VEPro and Cubase.

Can’t seem to find a reason why it wouldn’t. Anyone know?
Is it that VEPro can’t see any vst3 plug-ins outside of the Program folder in Windows?

Have you already migrated from eLicenser to iLok?
VST3 hosting support was first introduced after we switched to iLok.
 
Yes, I have. I think I’ve figured it out, but you can tell me if this is right: the SINE vst3 plugin has to be in the C: Program Files/Common Files/VST3 folder. In other words, VEP can’t be pointed effectively towards an alternate folder that would contain the SINE vst3. Is that correct?

I’ve moved the SINE vst to the program files/common files/VST3folder, and all is working fine.
 
Could be, I'm not sure. VST3 by spec has defined folders on Mac and Windows where plugins should be located, so it would make sense to check just these folders.
